For instance:
to creep up on something/someone 

1. to slowly and quietly move closer to without being noticed (informal)

2. often used figuratively:
Fear has crept up on us.
The deadline has crept up on the team.

I didn't know foul as an adjective, just the noun.

Most likely, the answer is "we", human beings. Ever so foul, ever so sublime. Do we live up to our own standards? But how could we? Those standards are so fickle and fleeting as our disposition to follow them. 

P. S.: It's been many, many years since I last regularly spoke or wrote english. These day, whenever I do engage in some active conversation, I feel like some dusty Shakespearean character.

If I may say so, power can be taken as the foulest "creature" on Earth, or even on Middle earth.

Lord Acton once wrote: "Power tends to corrupt and absolute power corrupts absolutely. Great men are almost always bad men."

Doesn't this quote fit in anyhow the words of Galadriel to Frodo and Sam after they had been eyeing into the mirror?

Galadriel to Frodo: "You will give me the ring freely! In place of the Dark Lord you will set up a Queen. And I shall not be dark, but beautiful and terrible as the Morning and the Night!! Fair as the Sea and the Sun and the Snow upon the Mountain! Dreadful as the Storm and the Lightning! Stronger than the foundations of the earth. All shall love me!"

Sam to Galadriel: "[...] I think my master was right. I wish you'd take this Ring. You'd put things to rights. You'd stop them digging up the Gaffer and turning adrift. You'd make some folk pay for their dirty work."

Galadriel to Sam: "I would", she said. "That's how it would begin. But it would not stop with that, alas!"

@Chesterton LotR is a beautiful message in simplicity and forsaking power as a solution to moral problems. Hence, the simple and humble hobbit must carry the Ring and, in the end, must forsake it.

But, alas, he couldn't do it and so the Ring had to be forcefully taken from him - as is so often the case even amongst the most benevolent of sovereigns.

I wrote "they eyed into the mirror."
However I think this "eye into" is not correct. "They eyed the mirror" would have been the correct writing.
What do you think of that?

Both are correct.
To eye something is to look closely, with interest.
To eye into something adds emphasis, even a sort of pathos in this context, more like to stare into the mirror, past the surface of the glass and delve into it.

The dialogue you mentioned, Galadriel words, are of great impact and beautiful. Yes, if absolute power were a creature, it would be the foulest, I agree. History is witness.

The usual preposition is to stare at something, though.
